Fructose stores in the liver and it can only hold a small amount. Its easy to over spill on that and thats when you will see inflammatory effects and other nasty issue.
If you like fructose heavy foods then it should be limited to 10-20g max as thats apparently the average amount the liver will hold. You can test out your own bodies limit very easily by just taking X amounts of fructose until you see and feel the inflammatory spilover.
As long as you use up those amounts of stored fructose before consuming more you will not suffer poor health issues, but constant high fructose intake like people that eat hfcs foods or high table sugar content foods steadily then issues arise.

Feels good though in small amounts. I like a little jam pre workout but im only getting about 10 grams fructose max. Thats once a day.
I Drink a juice box daily before work. Another 10g fructose for the day. Not overflowing and it gets used up before a refill.
Starch foods are glucose carbs, i dont understand what your saying there
