Would you beat someone up or risk getting charged to help an animal getting abused?

I watched a video of a homeless guy holding his dog down by the throat and punching him in the head. This homeless guy hangs out roughly 45 minutes away from where I live. I followed the comments and he has done it multiple times and the police just release him and give his dogs back everytime. When i saw this video I told my wife we are going to the beach today where he hangs out to take the kids swimming and im going to find him. I know if I seen him do it in person I would automatically attack him but now its after the fact. Im still going to find him and tear him a new one and if he gets tough with me it'll be rough day for him. I know we have some dog lovers here and probably some neutrals. Am I taking it too far or am I justified?
 
Animal abusers deserve to suffer . Maybe make him suffer but don’t get yourself in trouble. The one goal is to get the animal away from him and to a loving home.

How to do this with our broken system I don’t know, but gathering as many people as possible on your side is a start.

To answer your question, you are right.
