Some international providers do have domestic service like this, but you usually pay a big premium because of the significantly higher risk involved along with covering costs for all product that gets seized. Usually it's 2-3x the international price for domestic service IF they offer it.
Higher risk involved? Either the method works and the product makes it in to the intended destination or it doesn’t.
The supplier doesn’t cover the cost of seized goods, the customer does. There’s only one party that loses money. Supplier makes the same amount of money whether or not the product actually makes it to the customer.
